In 1981, the South Carolina Medical Association created Members’ Insurance Trust to ensure its member physicians, staff, and their families had access to the level of health care they prioritized for patients. Ever since, MIT has continued to provide access to exemplary statewide health insurance coverage and customer service to over 5,000 individuals as a self-funded multiple employer welfare arrangement.

    • Gary A. Delaney, MD Chief Medical Officer

      Dr. Gary Delaney serves as Chief Medical Officer for SCMA-MIT, where he provides strategic guidance and a physician’s perspective on wellness programs, claims management, and clinical initiatives. His leadership ensures that MIT’s programs prioritize quality care and member well-being. Dr. Delaney brings decades of experience in organized medicine and healthcare leadership. He has served in numerous roles with the South Carolina Medical Association, including President in 2012, AMA Alternate Delegate from 2014 to 2017, and currently as AMA Delegate. His long-standing involvement in policy and advocacy reflects his commitment to advancing healthcare standards and supporting physicians and patients alike. A native of Kentucky, Dr. Delaney earned both his Bachelor of Science and Doctor of Medicine degrees from the University of Kentucky. He completed his residency in Anesthesiology at University Hospital in Lexington, Kentucky, where he developed a strong foundation in patient care and clinical excellence. Through his expertise and dedication, Dr. Delaney plays a vital role in shaping MIT’s mission to deliver exceptional service and innovative health solutions.

    • Michelle Bolin, CPA Chief Financial Officer & Chief Operating Officer

      Michelle Bolin is a seasoned executive leader with more than 25 years of experience driving financial success and operational excellence for SCMA-MIT. As a Certified Public Accountant (CPA), Michelle has a proven track record in improving strategy, compliance, and performance while ensuring the Trust operates at the highest levels with the lowest possible costs. In her dual role as Chief Financial Officer and Chief Operating Officer, Michelle oversees day-to-day operations and collaborates closely with the Chief Medical Officer and Executive Director to execute MIT’s strategic vision. She partners with actuaries, underwriters, and other professional advisors to deliver optimal results for the Trust and its members. Her leadership is instrumental in maintaining financial integrity and operational efficiency across all facets of the organization. Michelle’s commitment to excellence and her deep understanding of healthcare finance make her a trusted resource for both internal teams and external partners. Through her expertise, SCMA-MIT continues to provide innovative solutions and exceptional service to its members.

    • Farrar Stewart, MSHRD Chief Experience Officer

      Farrar Stewart serves as Chief Experience Officer for SCMA-MIT, bringing more than 25 years of expertise in healthcare human resources and operations. Her leadership experience spans hospital systems, urgent care networks, and multi-state specialty practices across the Carolinas and Southeast. Farrar also held key roles with the South Carolina Department of Labor, Licensing and Regulation, where she managed HR operations, finance compliance, capital projects, and procurement for a mid-sized state agency. At SCMA-MIT, Farrar is responsible for optimizing service delivery strategies and developing comprehensive communication plans focused on client and member satisfaction. She is a certified human resources professional with over two decades of credentialed experience, a graduate of the University of South Carolina’s School of Journalism, and holds a Master of Science in Human Resources Development from Villanova University. Outside of work, Farrar enjoys time with family, reading with her book club, and attending music concerts and festivals of all genres.

    • Dylan Sitterle Executive Director

      With a strong background in public health, Dylan Sitterle serves as Executive Director of the Members’ Insurance Trust, bringing expertise in data analysis, quality improvement, and healthcare system transformation. Throughout his career, Dylan has focused on leveraging data-driven strategies to reduce healthcare costs and improve outcomes. He has led multimillion-dollar projects for the South Carolina Department of Health and Environmental Control (DHEC) and worked as a pharmacy systems trainer to ensure compliance and support wellness initiatives. Dylan’s experience includes roles as a statistical research analyst and college instructor, which enhance his ability to design innovative solutions. His achievements include building and maintaining South Carolina’s COVID-19 response systems, including the Vaccine Provider Registration System, and contributing to Governor Haley’s Domestic Violence Task Force. He has been published in the Journal of American College Health and the National Center for Injury Prevention and Control on intimate partner violence research. An honors graduate of Clemson University with a Bachelor of Science degree, Dylan is a member of the American Society for Quality and an expert in product design, performance management frameworks, and quality improvement planning.

    • Emily Caruccio Senior Director of Operations

      Emily Caruccio serves as Senior Director of Operations for SCMA-MIT, where she oversees day-to-day operations and ensures organizational efficiency. With more than 15 years of professional experience, Emily brings a practical, data-driven approach to problem-solving and process improvement. Her career includes significant contributions to the South Carolina Department of Health and Environmental Control (DHEC), where she managed data acquisition, storage, exchange, and visualization using advanced geospatial technology. During the COVID-19 response, Emily played a critical role in coordinating efforts across local, state, and federal agencies, developing applications for internal decision-making and public communication. Prior to her work at DHEC, Emily supported the National Oceanic and Atmospheric Administration (NOAA) as part of its GIS and data management team, assisting the U.S. Coast Guard and Incident Command during oil spill response operations. Her responsibilities included geospatial analysis, cartography, data quality control, and field support for environmental cleanup efforts. Emily’s expertise in building and refining processes to streamline data interpretation enables her to deliver operational excellence and support SCMA-MIT’s mission to serve its partners effectively.

      Brenda Jennings brings more than 40 years of experience in the healthcare sector to her role as Director of Operations at SCMA-MIT. Her extensive background spans billing and coding, claims processing, utilization review, appeals management, and office administration, making her a vital resource for ensuring operational efficiency and accuracy. Brenda’s deep knowledge of healthcare processes and compliance standards allows her to provide exceptional support to members and partners while maintaining the highest level of service. Throughout her career, Brenda has developed a reputation for her attention to detail and commitment to excellence. She plays a key role in streamlining workflows, improving claims processes, and supporting the Trust’s mission to deliver cost-effective, high-quality solutions. Outside of work, Brenda enjoys gardening, exploring new destinations and taking the road less traveled, spending quality time with her family, and relaxing with a good episode of Jeopardy. Her dedication to both her professional and personal pursuits reflects her passion for continuous learning and improvement.

    • Donna McNeil, MPH Director of Account Management

      Donna McNeil serves as Director of Account Management for SCMA-MIT, bringing a wealth of experience from both the health insurance industry and the public health sector. Throughout her career, Donna has held key leadership roles, including serving as Vaccine Manager for the Immunization Division at the South Carolina Department of Health and Environmental Control (DHEC). In that role, she was instrumental in implementing the statewide immunization online network (SIMON) and overseeing the distribution of COVID-19 vaccines during one of the most critical public health efforts in recent history. Donna’s expertise in account management is strengthened by her ability to build strong relationships and deliver solutions that improve healthcare access. She is passionate about addressing health disparities and removing barriers to care, ensuring that members receive the support they need. An alumna of the University of South Carolina, Donna earned both her undergraduate and graduate degrees in public health. Her commitment to innovation and equity continues to drive her work at SCMA-MIT, where she focuses on creating meaningful impact for members and partners.
